In a galaxy, far, far away — OSHA does not apply
As an area not open to the public, this railing would have been subject to inspection by the Occupational Safety and Health Administration (OSHA) which would have required both a mid-rail and a toe board. Neither is included. I would expect this is outside of OSHA’s jurisdiction.
Railings? We don’t need no stinking railings!
Generally, there are no railings in Star Wars. This was a design choice to heighten the sense of danger and precariousness throughout the films.
The same can’t be said for you. It’s likely you will need to meet building codes for you railing installation.
